The Secretary can make plans to promote using marine highways to move passengers and cargo. The Secretary makes these plans with federal, state, local, Tribal, and private partners. If the Secretary acts, they can check how much governments include marine options in planning; ask state and Tribal transportation departments to add marine highways, ferries, and similar services for regional and interstate travel; and encourage groups of states and Tribes to study whether marine highways can reduce congestion and bottlenecks.
