The President, through the Secretary of Transportation, can buy, seize, charter, or take control of any merchant ship not owned by U.S. citizens that is sitting unused in U.S. waters when the ship is needed for national defense. Owners must be paid fairly under the chapter’s rules; payments and any advances go into a special Treasury fund and are paid out when the Secretary of Transportation approves them.
