The Secretary must set rules for one uniform State system to report vessel accidents and must say what accidents to report and how. States must send the Secretary the reports and statistics they collect, including how many accidents involved alcohol. The Secretary will collect, study, and publish the casualty data and give any findings or recommendations. If a State stops public or legal use of non‑statistical report information, the Secretary may use that information only in the same limited way the State allows.
