Investigators can make people come, talk under oath, and give evidence by issuing subpoenas. If someone refuses, a federal district court in the district involved can order them to obey and may punish them for not following the order. Witnesses who comply can be paid travel and attendance at the same rates federal courts use. Authorized investigators may issue subpoenas and swear in witnesses.
