For the Saint Lawrence Seaway, the Secretary can only give the powers in sections 70001, 70002, 70003, 70004, and 70011 to the Great Lakes St. Lawrence Seaway Development Corporation. Other powers under subchapters I through III and this subchapter must be given to that corporation when the Secretary thinks it is needed to keep the Seaway running properly. The Secretary of the department that runs the Coast Guard, after talking with the Secretary or agency head who received the powers above, may (1) issue and enforce special orders under section 70002, (2) set water or waterfront safety zones or other limited-access measures under section 70011(b)(3), and (3) take port, harbor, and coastal security actions under section 70116.
