The President can make agreements with other countries to run services in the North Atlantic: ice patrols, studying ice and currents, helping vessels, and, if necessary, removing or destroying derelicts east of the line from Cape Sable to latitude 34 degrees north, longitude 70 degrees west. The agreements can require other countries to pay their share or have the U.S. pay, and those payments must be credited to the Coast Guard’s operations and support fund.
