Keep an ice patrol during the whole ice season to watch the southeastern, southern, and southwestern edges of the iceberg area near the Grand Banks of Newfoundland. The patrol must tell trans-Atlantic and other passing ships by radio and other means about ice danger and recommend safe routes. It must run services to study ice and currents, help ships and crews in trouble, and remove or destroy derelict vessels. Those services can continue outside the ice season if needed. The patrol must record a vessel’s name and the facts when the vessel is on a nonstandard North Atlantic route, crosses the Newfoundland fishing banks north of latitude 43 degrees north during fishing season, or goes through ice-danger areas to or from North American ports. The Commandant of the Coast Guard, under the Secretary in charge, must run the patrol and provide planes, equipment, and people. Other agencies must help if asked. The Commandant must publish a yearly report and give copies to foreign governments that are interested and to agencies that helped.
