Sets rules for staff departments on most U.S. vessels, but not on fishing or whaling vessels, yachts, vessels that operate only on bays, sounds, inland waters and lakes (except the Great Lakes), or ferries carrying passengers and cars on the Great Lakes. The staff department is separate from other ship departments. It includes registered officers (registered under section 7101), clerks, and people who work for the senior medical doctor. The department has two parts: a medical division led by the senior registered medical doctor, and a purser’s division led by the senior registered purser. On oceangoing passenger ships licensed for more than 100 passengers, the purser must be a registered chief purser, and if more than 3 people work in the purser’s division there must be a registered senior assistant purser and a registered junior assistant purser. Anyone serving as a staff officer in a grade that requires registration must hold a certificate of registry for that grade. A person who hires or uses someone without the required certificate is liable to the U.S. for a $100 civil penalty. A vessel may sail with an unregistered staff officer or without one if a registered officer is not available at sailing. A staff officer may not be listed in the vessel’s certificate of inspection. Navy Reserve staff officers may wear special Navy insignia. Staff officer uniform stripes and insignia must be gold braid or gold or silver woven material, and other crewmembers may not wear those insignia.
