Towing vessels 26 feet or longer, measured from end to end over the deck and not counting the sheer, must be run by someone licensed by the Secretary for that vessel type and area. Boats that tow a disabled vessel for pay must also have such a licensed operator. The Secretary may set limits on work hours and require recordkeeping.
