People who knowingly let a vessel operate in violation of section 9302—owners, charterers, managers, agents, masters, those in charge, or anyone who directs navigation—must pay up to $10,000 for each day the violation continues, and the vessel itself can be held responsible. Breaking a rule made under section 9303 carries up to a $10,000 penalty.
