Each railroad and telegraph company must send a yearly report to the Federal Communications Commission with clear details about its telegraph lines and property, how much money it earned, its operating and maintenance costs, and its business with other connecting telegraph companies. The FCC will tell companies when and how to file these reports. If a company refuses or fails to file or to let its books be inspected, it faces a penalty of $1,000 to $5,000. The FCC must tell the Attorney General, who must go to court to collect the penalty for the United States.
