The First Responder Network Authority must set up a permanent public-safety advisory committee to help it carry out its duties. It can also create other standing or temporary committees, panels, or councils when it thinks they are needed. When choosing agents, consultants, or experts, the Authority must do so in a fair, open, and objective way. Those hires can include a program manager to help deploy and operate the nationwide public safety broadband network described in section 1426(b) and (c).
