Using money from the Public Safety Trust Fund, the NIST Director must work with the FCC, DHS, and the Justice Department’s National Institute of Justice to research and develop standards, technology, and apps that improve wireless communications for public safety. Working with the First Responder Network Authority and the public safety advisory committee, NIST must document technical needs; speed interoperability and migration from narrowband to the nationwide public safety broadband network; plan research beyond current broadband; speed mission‑critical voice and related features (including device‑to‑device “talkaround”, prioritization, authentication, and standard APIs); and set up government‑industry working groups.
