The United States keeps control of all radio channels and lets people use them only under federal licenses for limited times. Those licenses only give the rights they say and only for the time and conditions written. No one may operate devices that send radio energy or signals across state lines, within a state if the use affects other states, to foreign countries or ships, on U.S. vessels or aircraft (except as allowed by section 303(t)), or on other mobile stations under U.S. jurisdiction, unless they follow this chapter and have a federal license.
