Activated channels — channels set up at a cable system’s central hub to offer services to home subscribers, including public, educational, or government channels; Affiliate — a person or company that controls, is controlled by, or shares common control with another; Basic cable service — any service level that carries local broadcast TV stations; Cable channel or channel — a slice of the frequency spectrum a cable system uses to deliver a TV channel; Cable operator — a person or group that provides cable service and owns a big stake in, or runs, the cable system; Cable service — one-way delivery of video or other programming to subscribers, plus any interaction needed to pick or use it; Cable system — the equipment and wiring used to provide video service to many local subscribers, excluding certain kinds of limited or special facilities listed in the law; Federal agency — any U.S. agency, including the Commission; Franchise — an initial or renewed authorization from a franchising authority to build or operate a cable system; Franchising authority — a government body with power to grant a franchise; Grade B contour — a TV station signal strength calculated under the Commission’s rules; Interactive on-demand services — video sent over switched networks on request, point-to-point, not pre‑scheduled programming; Multichannel video programming distributor — anyone who offers multiple channels for purchase (for example, a cable or satellite provider); Other programming service — information a cable operator makes generally available to all subscribers; Person — an individual, partnership, association, joint-stock company, trust, corporation, or government entity; Public, educational, or governmental access facilities — channel space set aside for those uses and the equipment to use it; Service tier — a category of service charged at its own rate; State — any State or its political subdivision or agency; Usable activated channels — activated channels that can be used for broadcast signals without violating the Commission’s technical or safety rules; Video programming — programming like or comparable to what a TV broadcast station offers.
