Create rules within 6 months after October 8, 2010 that make programs the Commission approves for giving special home telecom equipment to low-income people who are deaf-blind eligible for relay service support. "Individuals who are deaf-blind" has the same meaning as in the Helen Keller National Center Act (29 U.S.C. 1905(2)). The Commission may provide no more than $10,000,000 from its interstate relay fund in any fiscal year.
