Allows the Compact of Free Association between the United States and Palau to go into effect if two things happen. First, Palau must approve the Compact in a referendum under its Constitution, and that approval must not be legally challenged. Second, after the President tells the House Committees on Interior and Insular Affairs and on Foreign Affairs and the Senate Committee on Energy and Natural Resources of the Compact’s effective date, 30 days must pass while either the House or the Senate is in session.
