The Board must publish a rail cost adjustment factor at least every three months. It is a fraction: the top is the latest Index of Railroad Costs (which the Board checks and adjusts for changes in cost composition, including materials and labor) and the bottom is that index for the fourth quarter of every fifth year, starting with Q4 1992. The factor must take account of railroad productivity, and the Board must also publish a version that does not.
