Rail carriers under the Board may not make deals or use tricks to break freight’s direct movement from where it is shipped to where it is delivered. If any stop or change is not made in good faith for a necessary reason but instead is meant to avoid the rules or interrupt the trip, the freight is still treated as having moved without interruption.
