Lets a person build an extension to its railroad, build a new railroad line, run trains on a new or extended line, or — if not a rail carrier — buy or operate a line. To get permission, the person files an application. When that happens, the Board starts a review and must announce it publicly and notify the Governor of any affected State. The Board will issue a certificate unless it finds the project is not in the public interest. The Board can change the application and add conditions, but not labor‑protection rules. If the certificate allows crossing another carrier’s tracks, the other carrier cannot block it so long as the work and use do not significantly disrupt the crossed line and the crossing owner pays the crossed‑line owner. If they can’t agree on terms or payment, either side can ask the Board to decide, and the Board must decide within 120 days.
