Before approving a railroad abandonment, the Board must decide if the tracks or rail land could be used for public purposes like highways, mass transit, conservation, energy, or recreation. If the Board finds the land fits and is not needed for trains, it can be sold, leased, exchanged, or disposed of only under conditions the Board sets. The Board may bar any transfer for up to 180 days after the order unless the property was first offered for sale for public use on reasonable terms.
