The Board on car service must make rules to encourage buying and using freight cars efficiently. The rules can set pay for using locomotives or freight cars, other terms when a carrier uses equipment it doesn’t own, and penalties for not following the rules. Pay for each type of freight car must reflect ownership and upkeep costs, include a fair return, and consider how the car is used, how many exist nationwide, and other factors that affect the national supply.
