If the President tells the Board that certain shipments are essential during war or a threatened war, the Board must order rail carriers to give those shipments priority. If the President requires it, carriers must use every means they can to speed troops and war materials. A rail carrier’s embargo does not stop shipments sent to agents of the U.S. Government for government use. Those shipments must be delivered as quickly as possible.
