Every rail carrier must keep a cost accounting system that follows the rules the Board sets under section 11161. A carrier can change that system after telling the Board. The Board then has 60 days from the notice to say the changes break its rules; if it does not, the changes stand. The Board may look at and copy any documents, papers, or records a carrier has that relate to following those rules. Those documents and copies are not subject to the mandatory disclosure requirements of section 552 of title 5.
