Defines key words used in the chapter. An "applicant" is a State (including the District of Columbia), a group of States, an Interstate Compact, or a public agency set up by one or more States that is in charge of providing intercity passenger rail service. A "capital project" is a project in a State rail plan (under chapter 227) for buying, building, improving, inspecting, or otherwise supporting intercity passenger rail — including equipment, track, facilities, design and environmental work, crossings, signals, rolling stock rehab, State rail plan costs, and first-dollar liability insurance under section 22904. "Intercity passenger rail service" means intercity rail passenger transportation as defined in section 24102.
