The Secretary of Transportation must notify the right congressional committees about an announcement for a covered project at least 3 full business days before the Department makes the announcement, unless subsection (b) or another law says otherwise. For allocations under section 125 of title 23, the Secretary must notify the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee at least 3 full business days before the allocation, or at the same time if the Department uses its quick release process (or a successor). Appropriate committees of Congress: the House Transportation and Infrastructure Committee and three Senate committees (Environment and Public Works; Commerce, Science, and Transportation; Banking, Housing, and Urban Affairs). Covered project: a competitively chosen project getting discretionary funding or loan support of $750,000 or more (grants, letters of intent, loan or guarantee commitments, or lines of credit). Department: the Department of Transportation, including its modal administrations.
