Allows the Secretary of Transportation to ask airlines to meet with the FAA Administrator to talk about cutting flights at severely congested airports during peak hours to reduce overscheduling and delays, but only if both the FAA Administrator and the Secretary agree the meeting is needed. The FAA Administrator runs the meeting, it is open to all scheduled airlines, and it only covers the airports and times the Administrator names. At least 48 hours before the meeting, the FAA Administrator must set flight-reduction targets and tell the airlines. Any airline that wants to offer to meet a target must make that offer to the FAA Administrator, not to another airline. The FAA Administrator must keep a transcript and make it public within 3 business days after the meeting ends.
