Allow the two Metropolitan Washington airport properties, their access highways, and related facilities to be run together under a long-term lease by an independent airport authority set up by Virginia and the District of Columbia so local officials can control, operate, and develop them. It does not stop the Airports Authority and Maryland from agreeing to make Baltimore/Washington International Airport part of a regional airports authority if the Airports Authority, the Secretary of Transportation, Virginia, the District of Columbia, and Maryland agree on the terms.
