Summary

The Secretary of Transportation can create and run a program to study and improve how hazardous materials are moved so risks are lower and new technologies make transport safer, more secure, and more efficient. When building the program, the Secretary must use information from other transportation agencies and coordinate with those agencies and other federal departments. The Secretary must also work with shippers, carriers, emergency responders, state and local officials, and universities. The program can include cooperative research and the Secretary can make an agreement with the National Academies to help. Research can cover emergency planning and response, risk analysis and data, tracking and sharing commodity flow information, combining safety and security, packaging and handling, the effects of hazmat releases, and testing materials and equipment.
