Title 49 › Subtitle SUBTITLE VIII— - PIPELINES › Chapter CHAPTER 601— - SAFETY › § 60125
Authorizes the Secretary to spend specific money collected from pipeline fees and from the Oil Spill Liability Trust Fund for pipeline safety in fiscal years 2021–2023. From fees under section 60301 the amounts are $156,400,000 for FY2021 (including $9,000,000 to carry out section 12 of the Pipeline Safety Improvement Act of 2002 and $63,000,000 for grants), $158,500,000 for FY2022 (including $9,000,000 for section 12 and $66,000,000 for grants), and $162,700,000 for FY2023 (including $9,000,000 for section 12 and $69,000,000 for grants). From the Oil Spill Liability Trust Fund the amounts are $27,000,000 for FY2021 (including $3,000,000 for section 12 and $11,000,000 for grants), $27,650,000 for FY2022 (including $3,000,000 and $12,000,000 for grants), and $28,700,000 for FY2023 (including $3,000,000 and $13,000,000 for grants). From fees under section 60302, $8,000,000 is authorized for each of FY2021 through FY2023 to carry out section 60141. From those amounts, the Secretary must set aside exact sums to carry out parts of the PIPES Act of 2020: $1,520,000 for section 102(b)(1) (split $1,292,000 from the section 60301 FY2021 money and $228,000 from the trust fund FY2021); $2,300,000 for section 102(b)(2)(A) (split $1,955,000 from the section 60301 FY2021 money and $345,000 from the trust fund FY2021); $1,600,000 for section 102(b)(2)(B) (split $1,360,000 from the section 60301 FY2022 money and $240,000 from the trust fund FY2022); $1,800,000 for section 102(b)(2)(C) (split $1,530,000 from the section 60301 FY2023 money and $270,000 from the trust fund FY2023); and $2,455,000 each year for section 102(c) in FY2021, FY2022, and FY2023 (each year split $2,086,750 from the section 60301 money and $368,250 from the trust fund). The Secretary may create a grant program for state, county, and local governments in high-consequence areas for emergency response, training, and technical help, with $10,000,000 authorized for each of FY2021–FY2023. The Secretary may also add money to these appropriations when non-government sources reimburse training costs.
