A person who files with the Federal Energy Regulatory Commission to build a liquefied natural gas facility with design and construction costs of $2,500,000,000 or more must pay a fee. The Secretary of Transportation will use that fee to pay for any review needed to check if the project meets the safety rules in subpart B of part 193 of Title 49 (or replacement rules). The Secretary cannot charge that same review fee again under section 60117(o) or 60301(b). The Secretary must set up how to collect the fee. A federal, state, or local government office can collect it and be paid a reasonable amount. The money goes into the “Liquefied Natural Gas Siting Account” in the Pipeline Safety Fund under section 60301.
