The Chairman may give the power described in the second sentence of section 403(a) to another member of the Nuclear Regulatory Commission, but must not give that power to any other officer or employee. Despite paragraphs (7) and (8) of section 406(a), the Inspector General of the Nuclear Regulatory Commission may hire officers and employees needed for the Office of Inspector General and may obtain temporary or intermittent experts or consultant organizations, but must follow the laws and rules that apply to those hirings and services within the Commission.
