Government — means the United States Government and the government of the District of Columbia. training — means planned and organized programs, courses, or instruction in scientific, professional, technical, trade, clerical, fiscal, administrative, or similar areas to improve people’s work and help the agency meet its goals. Government facility — means property owned or largely controlled by the Government and the services of its civilian and military staff. non‑Government facility — includes state or territorial governments and their units, approved foreign or international bodies, private institutions and businesses, private individuals, and the services or property they provide for training.
