Agencies must, as much as possible, provide employee training in government buildings they control. They must also make agreements with other federal agencies, when needed, so they can use those agencies’ facilities or let their staff join other agencies’ training programs, and if the other agency asks, the agreements should be set up so the other agency is paid back for its costs.
