The FDIC Chairperson can give the specific power named in the second sentence of section 403(a) to the FDIC Vice Chairperson only. The Chairperson cannot give that power to any other FDIC officer or employee. Even though paragraphs (7) and (8) of section 406(a) exist, the FDIC Inspector General can select, appoint, and hire the officers and employees needed for the Office of Inspector General. The Inspector General can also bring in temporary or occasional experts, consultants, or consultant organizations, but must follow the laws and rules that apply to such hiring and services at the FDIC.
