The Office of Personnel Management (OPM) must give technical help to agencies that are creating performance appraisal systems. OPM will review each agency’s system to make sure it follows the rules in this subchapter. The Comptroller General will occasionally review selected systems and report findings to OPM and to Congress. If OPM finds a system does not meet the rules (including rules under section 4305), OPM must order the agency to fix it or put in a proper system, and the agency must comply.
