The Office of Personnel Management must set up and keep a job grading system for positions covered by this part of the law. It must consult agencies and employee groups. The Office will create job groups and grade levels, define occupations and job titles, publish grading standards, and make sure those standards are applied the same way everywhere. The Office will review agency positions from time to time. If a job is placed in the wrong occupation or grade, or placed inconsistently with the standards, the Office will consult agency officials, correct the placement, and certify the change. The agency and its administrative, certifying, payroll, disbursing, and accounting officials must follow that certificate. A prevailing rate employee may apply to the Office for a review; the Office will check the facts and approve, disapprove, or change the agency’s placement.
