To get funding from the Office, an agency must create a written plan that explains how it will run a pay-for-performance program. The plan must follow the merit rules in section 2301 and include things like a fair and clear employee appraisal system, a tie between pay, performance, and the agency’s strategic plan, employee input in making the system, training for managers and staff, regular performance feedback, protections to keep the system fair, and enough resources to run it. The Office must review and approve the plan after consulting the Chief Human Capital Officers Council. Once approved, the agency can receive funds, pay employees as the plan allows, and must give the Office information about payments and how the money was used. The Chief Human Capital Officers Council must include an evaluation of agency performance systems in its annual report to Congress under section 1303(d) of the Homeland Security Act of 2002.
