Defines key words used in this subchapter. "Agency" means five kinds of government bodies, including executive agencies, the judicial branch, the Library of Congress, the Government Publishing Office, and the District of Columbia. "Employee" means a person employed by an agency. "Head of each agency" means the Director of the Administrative Office of the United States Courts for the judicial branch and the Mayor of the District of Columbia. "United States" geographically means the several States and the District of Columbia.
