Federal workers who are U.S. citizens and who are officially posted overseas can get the special pay, housing help, and other extra payments this subchapter allows, unless another rule in this subchapter says otherwise. The basic pay must be set by law or set by the agency in a way that matches similar U.S. jobs. These allowances can be paid early when needed. If an advance is given and later not covered by the worker’s earned allowances, the government can take the money back from pay or other amounts owed, or use other legal ways to recover it. The President sets the rules about who gets what, where, and how much. If an employee dies, housing or education help can be kept going so the employee’s child can finish the current school year at or away from post. If a post is evacuated, education-away help can continue so dependent children can finish the school year. If an employee dies overseas, a move-back payment may be paid to the spouse or dependents to return to the United States, but only if they were living at the post or at a location overseas that was getting separate maintenance help. The President may make rules to carry out these parts.
