If a regular federal worker or a regular District of Columbia worker who is paid by the day, hour, or by piece is kept from working on a day, the rule applies when that day is one of three types. It covers days when offices are closed by an Executive order (or by the Mayor for DC), days closed by an administrative order under rules from the President (or the DC Council for DC), or days that are legal public holidays or other holidays declared by law, Executive order, or the Mayor. Regular employee: a federal employee as defined in section 2105. DC employee: a regularly employed worker for the District of Columbia.
