Employees of executive agencies and D.C. government workers may take not more than three days of leave without losing pay, other leave, service credit, or hurting their performance/efficiency rating. The leave is to arrange for or attend the funeral or a memorial for an immediate relative who died from wounds, disease, or injury while serving in a combat zone as the President decides under section 112 of the Internal Revenue Code. OPM may issue rules to carry out this leave. Agencies still may give administrative leave when it is in the public interest.
