The Office of Personnel Management must make rules to return transferred leave to the people who gave it when the medical emergency that used the leave ends. The return must be proportional to what each donor gave. Leave does not have to be returned if the amount would be less than 1 hour (or a shorter amount OPM allows), if the donor retires, dies, or leaves service before the return, or if returning the leave is not administratively feasible. A donor who gets annual leave back can choose to have it put into their current leave year, put in effective the first day of the next leave year after they choose, or donate some or all of it to another recipient. OPM must make rules for employees not paid biweekly and must follow the rules used for carrying out section 6334(c) when those apply.
