Title 5 › Part PART III— - EMPLOYEES › Subpart Subpart F— - Labor-Management and Employee Relations › Chapter CHAPTER 71— - LABOR-MANAGEMENT RELATIONS › Subchapter SUBCHAPTER I— - GENERAL PROVISIONS › § 7106
Managers can decide an agency’s mission, budget, organization, how many people work there, and internal security. They can hire, assign, move, discipline, or remove employees, decide who does the work or whether to use outside contractors, choose people to fill openings from ranked candidates or other sources, and take needed actions in emergencies. If an agency wants, it and a union can negotiate about staffing levels and kinds of jobs, the methods or technology used, the procedures managers must follow when using these rights, and fair arrangements for employees hurt by those actions.
