Lets agencies keep or renew exclusive recognition or lawful agreements with employee representatives that began before the chapter’s effective date. It also allows recognizing units of management officials or supervisors when those units are represented by labor groups that traditionally represent such managers in private industry and already had exclusive recognition in any agency on the chapter’s effective date. Policies, rules, procedures, and decisions made under Executive Orders 11491, 11616, 11636, 11787, and 11838, or under any other Executive order as they existed on the chapter’s effective date, stay in force. They remain until the President changes or cancels them, or until the chapter or its rules or decisions replace them.
