OPM must create, with HHS and other agencies, prevention, treatment, and rehab programs for employee alcohol abuse and alcoholism. Agencies should try to offer these services to employees’ families and must use existing government facilities, services, and skills. Records for these programs follow section 523 of the Public Health Service Act (42 U.S.C. 290dd–3). Agencies must send OPM any written reports needed for section 7363. "Agency" means an Executive agency.
