Within 6 months after the Federal Employee Substance Abuse Education and Treatment Act of 1986 became law, and every year after that, the Office of Personnel Management must send a report to each House of Congress. The report must describe programs and services under sections 7361 and 7362, including costs and where funding comes from; who used the programs and how well they worked; the training and qualifications of staff; supervisor training for spotting drug or alcohol problems and how referrals are handled (including confidentiality); any recommended laws or administrative actions; and related activities under section 7904 or other matters OPM finds appropriate.
