Defines key words used in this part of the law. Beneficiary means a person (not the account holder) who can receive payments from the Thrift Savings Fund. Council means the Employee Thrift Advisory Council. Participant means someone who has a Thrift Savings account. Person means an individual or many kinds of businesses or organizations (for example, partnerships, corporations, trusts, estates, associations, or labor organizations). Thrift Savings Fund means the fund that holds the thrift savings accounts.
