Creates an Employee Thrift Advisory Council with 15 members that the Board Chairman must appoint. The Chairman must pick 4 members to represent the four largest labor organizations under chapter 71; 2 for the two largest postal labor organizations under 39 U.S.C. 1203(a); 1 for the postal rural letter carriers' organization under 39 U.S.C. 1203(a); 2 for the two largest managerial organizations that consult with the Postal Service under 39 U.S.C. 1004(b); 1 for the supervisors’ organization under 39 U.S.C. 1004(h); 1 for an employee group that promotes women in government; 1 for the organization with the most annuitants under this chapter or chapter 83; 1 for the organization with the most supervisors and management officials as defined in 5 U.S.C. 7103(a); 1 for the organization with the most Senior Executive Service members; and 1 to represent participants who are in the uniformed services under section 8440e. The Board Chairman must also name one member to lead the Council. Members serve 4-year terms. Vacancies are filled the same way as the original appointment and only for the remaining term. A member stays in office until a successor takes over. The Council decides by a majority vote. The Council must advise the Board and the Executive Director about investment policy for the Thrift Savings Fund and about running this subchapter and subchapter III. It also must do other duties the Board gives it about investment funds under subchapter III. Section 1013(a) of this title does not apply to the Council.
