OPM can buy group life and accidental death and dismemberment insurance from one or more companies and does not have to follow 41 U.S.C. 6101(b)-(d). A company must be licensed in at least 48 States and D.C. and must have, as of the most recent December 31 for which information is available to the Office, employee group life insurance equal to at least 1 percent of the U.S. total. The company must set up an administrative office with a name OPM approves. OPM may end a policy at any time. The policy’s coverage and benefit rules override any conflicting state or local law. "State" here means a U.S. State, D.C., Puerto Rico, and any U.S. territory or possession.
